Hier meine Rückmeldung an DTS:
Wahrscheinlich werde ich mit in den nächsten Wochen damit beschäftigen, meine Apps auf Dropbox API v2 umzustellen und die Synchronisation robuster zu realisieren. IBM eben ... "Immer besser manuell". Ein Armutszeugnis für iCloud Documents.

I performed almost all of the test you mentioned:
The only missing test is an macOS app writing to the same iCloud container: I’ll need some more time to perform this test, but unfortunately it will only partly solve my problem: Although I have a macOS companion app, which I could enhance for iCloud, several users of the iOS apps are running Windows. Actually I see no alternative for my app than using a different file synchronization although iCloud is exactly the solution I was looking for … if it would be accessible from the Finder.
- I disabled iCloud Drive and logged out of iCloud on my Mac. It didn’t help, unfortunately my iCloud Photos library will now be removed in 29 days, I can’t cancel the removal and will have to re-upload more than 9,000 photos.
- I installed the iOS app on an iPhone with a different Apple ID (my son), created files and checked their existence with the iCloud Drive app: No folder appears in the Finder of this user’s Mac
- I changed the container and bundle ID of the CloudTest app and bumped the bundle version. Rerunning my tests, but no folder appeared in my Finder
- The ~/Library/Mobile\ Documents folder doesn’t hold any folder related to my test app
- In the meantime I purchased a new MBP with macOS Sierra 10.12.3, so I even checked with the current MacOS version and a new installation
- In parallel I checked on a Windows 10 installation with the iCloud Drive application and no folder of my app is shown
